Pyongyang is angry that Washington has not removed it from a terrorism blacklist. Hill told reporters in Seoul on Tuesday that the talks with Pyongyang had reached a "very tough" phase. He is expected to urge the North to halt moves to restart its nuclear weapons programme and return to the February 2007 six-nation deal .
